Resolution to delay the CDD

Here is the text of the Resolution to Delay the Comprehensive Districtwide Design (CDD) on the agenda for the November 10th, 2020 Minneapolis Board of Education business meeting. (Español abajo).

Resolution to Delay Implementation of the Comprehensive Districtwide Design

WHEREAS, the global Covid-19 pandemic has created challenges for families, communities and schools unlike any they have previously experienced; and

WHEREAS, the pandemic affects MPS’ students, families and communities in many ways including academics, food insecurity, social, emotional and physical wellbeing and economic security; and

WHEREAS, distance learning presents enormous challenges for students, teachers and families which combined with the other impacts of the pandemic constitute a living trauma; and

WHEREAS, as of this time there is no reliable prediction when the pandemic will subside or come under control; and

WHEREAS, when the pandemic is finally controlled it’s social, economic, educational and other effects will be profound; and

WHEREAS, the Comprehensive Districtwide Design (CDD) as drafted calls for disruptive change to schools and thus to the lives of students and families,

NOW THEREFORE BE IT RESOLVEDthat the Board of Directors of Special School District Number 1 directs the Superintendent to delay implementation of the CDD until such time as the Covid-19 pandemic has been controlled and families and communities have had time to recover from the extended trauma of the pandemic, School Year 2022-23 at the earliest; and

BE IT FURTHER RESOLVEDthat before resuming implementation of the CDD a full Equity and Diversity Impact Assessment (EDIA) will be conducted on the CDD with particular attention to how schools and communities have been affected by the pandemic; and

BE IT FURTHER RESOLVEDthat before resuming implementation of the CDD a revised budget and economic assessment of Special School District Number 1 be made public with attention to the economic and educational impacts of the pandemic.

Resolución para retrasar la implementación del diseño integral del distrito

(CDD por sus siglas en inglés)

CONSIDERANDO que la pandemia mundial de Covid-19 ha creado desafíos para las familias, las comunidades y las escuelas como nunca antes habían experimentado; y

CONSIDERANDO que la pandemia afecta a los estudiantes, las familias y las comunidades de MPS de muchas maneras, incluidas las académicas, la inseguridad alimentaria, el bienestar social, emocional y físico y la seguridad económica; y

CONSIDERANDO que el aprendizaje a distancia presenta enormes desafíos para los estudiantes, maestros y familias que, combinados con los otros impactos de la pandemia, constituyen un trauma viviente; y

CONSIDERANDO que, en este momento, no hay una predicción confiable de cuándo la pandemia disminuirá o estará bajo control; y

CONSIDERANDO que, cuando la pandemia sea finalmente controlada, sus efectos sociales, económicos, educativos y de otro tipo serán profundos; y

CONSIDERANDO que el Diseño Integral del Distrito (CDD) tal como está redactado pide un cambio disruptivo en las escuelas y, por lo tanto, en las vidas de los estudiantes y las familias

AHORA POR LO TANTO, SE RESUELVE que la Junta Directiva del Distrito Escolar Especial Número 1 ordena al Superintendente retrasar la implementación del CDD hasta que la pandemia Covid-19 haya sido controlada y las familias y comunidades hayan tenido tiempo para recuperarse del trauma prolongado de la pandemia, año escolar 2022-23 como muy pronto; y

SE RESUELVE ADEMÁS que antes de reanudar la implementación de la CDD se llevará a cabo una Evaluación de Impacto de Equidad y Diversidad (EDIA por sus siglas en inglés) completa en la CDD con especial atención a cómo las escuelas y comunidades se han visto afectadas por la pandemia; y

SE RESUELVE ADEMÁS que antes de reanudar la implementación de la CDD, se haga público un presupuesto revisado y una evaluación económica del Distrito Escolar Especial Número 1 con atención a los impactos económicos y educativos de la pandemia.
